Yes, but that is a mistake and it can bubble and delaminate with the moisture from the paint. It  is always best to remove it. We do not paint over wallpaper as unless it is impossible to remove- has already been sealed in place by heavy topcoat. Then we sand the entire wall, skim coat the seams 2-3 coats, re-sand and seal it. Alternatively, consider applying new wallpaper over the old for an easier solution.

Yes, we have a specialist crew. Our process starts with determining if the texture is water-based or painted. We will then mask the floors, remove the texture as quickly and safely as possible, taking care not to damage the drywall underneath, make repairs, sand and apply skim coat smooth texture. Alternatively, we can do a knock-down, orange peel or splatter texture as a top layer. After a 24 hour dry time, two coats of ceiling paint will be sprayed or rolled.  Our professional painters will then clean up the area to leave you with a mess-free room.
